About this Recovery House

The Lazarus House is a men's recovery residence on East 11th Street in Wheeling, West Virginia, in Ohio County. Six men live here at Level 2 certification from the West Virginia Alliance of Recovery Residences, operated by Youth Services System.

A Six-Bed Men's Sober House in Wheeling

Six residents sits between the organization's eight-bed men's house and its smaller women's and young adult residences. East 11th Street runs up from the downtown flats toward the hillside neighborhoods, one block from the women's residence the operator runs on East 12th Street. Keeping the men's and women's houses on adjacent streets as separate households is the arrangement most West Virginia operators use when they run both.

A Fee Structure Built Around Benefits

No deposit is required. An unemployed resident in the first phase contributes seventy-five percent of his SNAP benefits, shifting to a share of income once employed. That approach removes the most common reason a certified bed goes unused: someone leaving treatment with no money and no way to produce a deposit.

Level 2 Certification and What It Requires

Level 2 covers monitored recovery housing with structured expectations and outside clinical care. Certification obliges the house to disclose fees and rules in writing before move-in, keep a written relapse and discharge policy, and accept complaints reviewed outside the residence. West Virginia has made certification the condition for state referrals and public funding since 2024.

Wheeling and Ohio County Recovery Housing

Wheeling is the county seat and the commercial center of the Northern Panhandle, built along the Ohio River between the Pennsylvania and Ohio lines. The county courthouse, Wheeling Hospital, West Virginia Northern Community College and the region's transit all sit inside the city. Its labor market reaches across the river into Ohio and north toward Pittsburgh, which gives a man rebuilding a working life here more options than the county's population would suggest.
