The Warren Coalition

About The Warren Coalition

The Warren Coalition is a sober living operator in Front Royal, Virginia, running certified recovery housing in the seat of Warren County. It is a countywide prevention and recovery organization that has worked in the county for three decades, and the recovery houses are one line of a broader operation that includes peer recovery services, substance misuse assessment and treatment, and reentry work at the regional jail.

A Warren County Recovery Housing Provider Inside a Prevention Organization

Most recovery housing in Virginia is run by an organization that exists to run recovery housing. This one is different in a way that shows up in the houses. The Coalition's stated purpose is a safe, healthy and drug-free Warren County, and the residences sit alongside youth prevention programming, mentoring through Project COURAGE, substance misuse assessment and treatment, and services inside the regional jail serving Rappahannock, Shenandoah and Warren counties. A man leaving that jail and a teenager in a prevention program are both inside the same organization's reach, which is unusual and which explains why the houses take treatment referrals as a condition of entry.

Three Certified Sober Houses in Front Royal

The residences carrying this name, all of them in Front Royal, are:

  • The Landing at Front Royal, on South Royal Avenue, for men, with thirteen beds.
  • The Kolby House, on North Royal Avenue, for men, with nine beds.
  • The Nest, on North Royal Avenue, for women, with six beds.

Twenty-eight beds across three houses, all within one town and all within walking distance of downtown. The Kolby House stands on the site of the Coalition's original recovery house, which is where this part of the work started. Each residence has a house manager living on site who is also a Peer Recovery Specialist, and the manager's salary is built into the weekly rent instead of billed separately.

One Fee Across Every Sober Living Home

Rent is $232 a week at all three residences, and the average stay is six to nine months. Pricing one fee across the portfolio has a practical effect on a resident: moving between houses, or being placed in whichever one has a bed, carries no financial consequence. Room configuration is where the houses differ. The Landing offers four single rooms at a higher rate and one triple alongside its double rooms, and the Kolby House has one single. Publishing that level of detail lets someone decide in advance what he is willing to pay for privacy.

Four Conditions, Applied at Every Recovery Home

The same requirements govern all three houses. A resident continues with outpatient treatment, which may include Medication Assisted Recovery, Alcoholics Anonymous, Narcotics Anonymous or counseling. A resident arrives on a referral from a treatment facility. A resident complies with regular drug screening. A resident obtains employment and holds it. People referred by drug court are handled individually, and the Coalition works with them to meet the conditions. Naming Medication Assisted Recovery outright puts this operator on the accepting side of a question that costs residents housing elsewhere in the state.

Men's and Women's Recovery Homes as Separate Households

The two men's houses and the women's house are kept as separate households, so rules, meetings and shared space are written for one population at each address. Applications go to the organization, which means a man is considered for whichever men's house has a bed and a woman applies to the one women's residence. With six women's beds in the county seat, The Nest is a short list of one for much of the northern Shenandoah Valley, and that scarcity is worth knowing before a call.

Certified Level Two Sober Living and What It Obliges

Virginia requires certification of recovery residences and makes operating without it a Class 1 misdemeanor under Va. Code 37.2-431.1. All three of these houses are accredited through the Virginia Association of Recovery Residences and appear on the state's public register at Level of Support 2, the monitored tier. Certification commits each residence to a published code of ethics, written disclosure of fees and rules before move-in, a written relapse and discharge policy, and a complaint process that reaches past the house and past the operator.

Serving Front Royal and the Northern Shenandoah Valley

Front Royal is the county seat, which puts the circuit and general district courts, county offices and local social services in the same town as every bed this operator runs. The town sits where the two forks of the Shenandoah River meet, at the northern entrance to Shenandoah National Park, on Interstate 66 about seventy miles west of Washington, with Winchester and its regional medical center a short drive north. Certified recovery housing is scarce in this part of Virginia, and an operator holding twenty-eight beds inside the county seat carries weight in a northern valley search out of proportion to its size.
