About this Recovery House

The YWCA Wheeling WIND Program is a women's recovery residence on Chapline Street in Wheeling, West Virginia, the seat of Ohio County. Eleven women live here at $360 a month under Level 2 certification from the West Virginia Alliance of Recovery Residences.

A Women's Sober House in Downtown Wheeling

Chapline Street runs through the center of downtown Wheeling, a block from the Ohio County Courthouse and within walking distance of the city's commercial core and the Ohio River waterfront. Eleven beds makes this the larger of the WIND Program's two residences. For a woman managing court appearances, appointments and a job search at once, a downtown address removes the transport problem entirely.

What Level 2 Certification Establishes

Level 2 describes monitored recovery housing with structured expectations, where clinical services come from providers elsewhere in the city. Certification commits the residence to a published code of ethics, written disclosure of fees and rules before move-in, a written relapse and discharge policy, and complaints reviewed outside the household.

What the Monthly Fee Covers

The charge is $360 a month, published as $240 for health and wellness and $120 for food, and it is not required at entry. Deferring the fee removes the barrier that stops most women leaving treatment from taking a certified bed, which is having no money on the day one becomes available.

Medication-Assisted Recovery for Women in Ohio County

Residents on medication for opioid use disorder are accepted at both WIND Program addresses.

Wheeling and Northern Panhandle Recovery Housing

Wheeling is the county seat and the historic center of West Virginia's Northern Panhandle, sitting on the Ohio River an hour from Pittsburgh and four hours from Charleston. It holds the county courthouse, the family court, Wheeling Hospital and West Virginia Northern Community College. Its labor market reaches across the river into Ohio and north into Pennsylvania, which gives a woman rebuilding a working life here more options than the county's population would suggest.
