About YWCA Wheeling WIND Program

YWCA Wheeling operates the WIND Program, a recovery housing provider running two certified women's residences in the Northern Panhandle of West Virginia, one in Wheeling and one in Benwood. The two houses hold seventeen beds between them across Ohio and Marshall counties.

A Northern Panhandle Recovery Housing Provider for Women

The YWCA has run women's housing in Wheeling for generations, and the WIND Program extends that work into certified recovery housing. Certified beds for women are scarcer than beds for men throughout West Virginia, and in the Northern Panhandle the pool is small enough that seventeen beds under one operator is a significant share of it.

WIND Program Recovery Homes

• An eleven-bed women's residence on Chapline Street in Wheeling.
• The Magnone House on Marshall Street in Benwood, with six beds.

Wheeling is the seat of Ohio County; Benwood sits a few miles south across the Marshall County line on the Ohio River. The two are close enough that a resident moving between them keeps the same providers and the same transit.

Fees Broken Down and Waived at Entry

The published charge is $360 a month, split as $240 for health and wellness and $120 for food, and it is not required at entry. Deferring the fee until a resident is established, and publishing what each part covers tells a woman arriving from treatment exactly what she owes and when it starts.

Level 2 Certification and Medication Policy

Both residences hold Level 2 certification from the West Virginia Alliance of Recovery Residences, the state's affiliate of the National Alliance for Recovery Residences, describing monitored housing with structured expectations and clinical care from outside providers. Both accept residents on medication for opioid use disorder.
