Project Encompass
About Project Encompass
Project Encompass is a sober living operator in Howard County, Maryland, running certified recovery housing for women transitioning out of incarceration, addiction, and homelessness.
A Howard County Recovery Housing Provider for Women
The organization built its program around long-term transitional housing, offering residents up to eighteen months, considerably longer than the thirty days or less typical of a general homeless shelter in the county.
Serving Howard County with Two Recovery Homes
Project Encompass operates two named recovery residences in Howard County:
- House of Rahab, the organization's primary residence for women.
- House of Deborah, a second residence for women in the program.
Naming both houses individually reflects an organization that treats each as its own distinct household with its own identity.
A Faith-Based Recovery Program for Women
The program follows a twelve-step, Christian-based model that layers mentoring, vocational development, job readiness training, and life skills instruction on top of housing itself. Child reunification is a stated part of the mission, since most of the women the program serves have children they do not currently have custody of.
What MCORR Certification Establishes
Project Encompass is certified under MCORR, Maryland's Certification of Recovery Residence program administered under COMAR 10.63.08. Certification requires a published code of ethics, written disclosure of fees and rules before move-in, a written relapse and discharge policy, and acceptance of outside complaint review. Maryland does not publish certification levels.
Serving Central Maryland
Howard County sits in Central Maryland between Baltimore and Washington, and Ellicott City, the county seat, anchors the county's courts and social services. Both Project Encompass houses draw on that central location and its access to Howard County's own behavioral health network.
One Application, Two Recovery Homes
Applications and referrals go through Project Encompass directly, and staff decide which house best fits a new resident's circumstances. A resident who needs a different living arrangement later is working with staff who already know her case.
