About Community Action of South Eastern West Virginia, Inc.
Community Action of South Eastern West Virginia, Inc. is a recovery housing provider running two certified residences in Bluefield, Mercer County. Both charge residents nothing, both are eligible for Recovery Housing Program vouchers, and together they hold fifty-five certified beds in the southern coalfields.
A Community Action Agency Running Recovery Housing
Community action agencies were built to deliver federal antipoverty programs, and this one has extended that into certified recovery housing. The result is unusual: fifty-five beds in Mercer County with no fee attached at any of them. In a region where the cost of a bed is the most common reason someone leaving treatment ends up somewhere unsafe, removing it entirely reaches a population that priced housing cannot.
CASEWV Recovery Homes
- The Kennedy Center on Bland Street, a forty-six bed coed residence at Level 1.
- The Highland House on Highland Avenue, a nine-bed women's residence at Level 2.
Two Levels of Recovery Housing at No Cost
The Kennedy Center carries Level 1 certification, the peer-run tier where residents largely hold the rules themselves, and its forty-six beds make it one of the largest certified residences in southern West Virginia. The Highland House sits at Level 2, monitored housing with structured expectations, and serves women only. A resident can be placed by need.
Voucher Eligibility and Medication Policy
Both residences are eligible for Recovery Housing Program vouchers, which cover a new low-income resident's first forty-five days. Both accept all FDA-approved medications for opioid use disorder and for stimulant use disorder, which is a broader statement than most West Virginia operators publish.
Certification in Mercer County
Both houses are certified by the West Virginia Alliance of Recovery Residences, the state's affiliate of the National Alliance for Recovery Residences. Certification is granted address by address and commits each residence to written rule disclosure, a written relapse and discharge policy, and an external complaint process.
