About this Recovery House

Bluff Street House is a women's sober living home in Fulton, Missouri, the seat of Callaway County. Fresh Start Sober Living Programs operates it, and it is accredited by the Missouri Coalition of Recovery Support Providers.

A Women's Recovery Residence in Fulton

Fresh Start opened two renovated homes in Fulton in 2023 after years of running recovery housing in Columbia, and this is the women's house of that pair. The expansion answered demand from Callaway County residents who had been traveling to Columbia for a bed. A woman from Fulton, Auxvasse, Holts Summit or New Bloomfield can now stay near her family and her court obligations.

Sober Living Accreditation in a State That Requires None

Missouri does not license recovery residences, so accreditation through MCRSP is the only external standard available. It requires a published code of ethics, fees and house rules in writing before move-in, a written relapse and discharge policy, and complaint review outside the house. The roster is voluntary, and this residence appears on it.

Callaway County Recovery Housing and Its Geography

Fulton is the county seat, home to Westminster College, William Woods University and Fulton State Hospital, and it sits on US 54 about twenty-five miles east of Columbia and twenty-five miles north of Jefferson City. The Callaway County Courthouse is downtown. A resident with a case in this circuit, a job in town and a treatment appointment in Columbia can reach all three, which is unusual for a city this size.

A Small-Town Sober House Inside a Larger Program

The operator's main program is in Columbia, with roughly twenty properties and about a hundred residents, plus respite beds, a clubhouse, childcare and recovery support services. A woman living in Fulton is part of that organization. If her circumstances change, the Columbia network is twenty-five miles down the highway and run by the same people.
