About this Sober House

Safe Harbor Recovery Residence for Women and Children is a recovery residence in Machias, Maine, and the only certified recovery residence in Washington County. It serves women from across the region, and it is one of the few houses in the state where a woman can live with her children while she is in recovery.

Who Safe Harbor Serves

The house is for women aged 18 and older, either without children or with children aged 10 and younger, and exceptions to that age guideline may be reviewed. Women in all stages of recovery are served, and the residence provides what it calls wraparound support rather than help at a single point in the process.

Keeping a mother and her children together during recovery is the part that sets Safe Harbor apart. In most of Maine, a woman with young children faces a choice between recovery housing and staying with her family, and that choice keeps some women out of housing altogether. Safe Harbor removes it.

The Program at Safe Harbor

Safe Harbor is a non-clinical residence. It supports multiple and diverse pathways to recovery, including medication-assisted treatment, but it does not provide clinical treatment services itself. Residents are expected to take part in four recovery or community programs each week, so the house sets a clear participation standard while leaving the pathway to the resident.

The residence publishes house policies and a grievance and appeal policy, which means residents know the rules and have a defined route to challenge a decision. Admission runs through an application followed by an interview, or a place on the waitlist when the house is full.

Certification and Standards

Safe Harbor opened in August 2020 as the first recovery residence in Downeast Maine to be certified by the Maine Association of Recovery Residences, and it remains the only certified recovery residence in Washington County. MARR certification means the house has been reviewed against the state association's standards for recovery housing and is accountable to them.

Machias and the Downeast Recovery Community

Machias is a small coastal town and the Washington County shire town, and Safe Harbor sits within walking distance of its historic downtown. The house describes Machias as a small community with a big heart, and the practical advantage of that location is that the things a resident needs are close together: the University of Maine at Machias, Down East Community Hospital, a recovery support center near the house, employment opportunities and what the operator describes as a rich, supportive recovery community.

That concentration matters more Downeast than almost anywhere else in Maine. Washington County is large, rural and thinly served, distances between towns are long, and public transportation is limited, so a woman without a car who is placed far from services can find recovery logistically impossible. A residence in the middle of the county's service town, walkable to the hospital, the university and a recovery center, is a structural advantage rather than a convenience.

The Partnership Behind the House

Safe Harbor was launched and is operated through a collaborative effort between Healthy Acadia, Downeast Community Partners, the Community Caring Collaborative and AMHC, and is supported in part by MaineHousing. Healthy Acadia runs day-to-day operations, Downeast Community Partners owns and maintains the building, and AMHC and the Community Caring Collaborative provide clinical and programmatic support.

For a resident, the effect of that structure is that the house is backed by the region's main health and social service agencies rather than by one small operator, which is part of how a certified residence has been sustained in a county that had none before 2020.
