Fresh Start describes buying the Highland Avenue building in February of 2023 for men in recovery. It is one of the operator's Bangor addresses, inside the same cluster of houses the organization runs across the city and over the river in Brewer. By that point the organization had been adding houses in the Bangor area for more than four years, so Highland Avenue joined an established network rather than starting one. The operator says it owns 21 sober living residences and provides more than 150 people suffering from the disease of substance abuse with a safe and stable environment.

The house is for men in recovery. A single-gender household is a deliberate choice in recovery housing: it narrows the range of things a resident has to manage in early sobriety and makes the shared expectations of the house easier to hold in common.
