Turtle Mountain Recovery Center
About Turtle Mountain Recovery Center
Turtle Mountain Recovery Center is a recovery housing provider and treatment operator in Belcourt, North Dakota, serving Rolette County and the Turtle Mountain Band of Chippewa Indians reservation. It is owned by the tribe and opened in late 2024.
A Tribally Owned Recovery Housing Provider
Ownership is the first thing to understand about this provider. The Turtle Mountain Band of Chippewa Indians tribal council bought the land and funded the construction, and the tribe operates the center. It is not a contractor running a program on the reservation under an agreement. The community that the center serves owns the building and governs the organization inside it, and the people making decisions about who is admitted and how the program runs answer to a tribal government. For a Native resident who has been through programs designed somewhere else and delivered locally, that difference is the point.
How This Belcourt Sober Living Operator Was Built
The project began with a land purchase and broke ground in September 2022. It took until late November 2024 to open, which is a long build for a rural facility and reflects what it takes to finance and construct a residential treatment operation from a tribal balance sheet. The center now provides residential and outpatient substance use disorder treatment for adults, with telehealth extending the outpatient side beyond the people who can drive in. A Healing Forest on the property carries outdoor programming, including work with buffalo and with non-flighted bald eagles.
Recovery Housing Rooted in Chippewa Practice
The center runs the White Bison curriculum, a Native American recovery framework that places sobriety inside cultural identity, ceremony and obligation to community. It describes its practice as culturally grounded and evidence based together. For an operator, committing to a specific curriculum is a statement about what the program is and who it is built for, and it also tells a referring counselor what a client is walking into. Having residential and outpatient services under one organization means a resident can step down in level of care without leaving the provider or the reservation.
Where This Rolette County Recovery Housing Provider Works
Belcourt is the government seat of the Turtle Mountain Band and the population center of the reservation, in the hill country along the Manitoba border; Rolla is the county seat. This is one of the most remote corners of North Dakota, an hour north of the Highway 2 corridor and hours from Minot or Grand Forks. Before this center opened, adults from the reservation seeking residential treatment generally left the community to get it. An operator working here is closing a gap that had a measurable cost, because leaving home for treatment and returning to the same place afterward breaks the continuity that recovery depends on.
Reaching Turtle Mountain Recovery Center in Belcourt, North Dakota
Admissions run through the center. The center is one of four providers on North Dakota's Recovery Housing Assistance Program list, run by the Department of Health and Human Services Behavioral Health Division, which covers up to twelve weeks of living expenses for an eligible resident. Questions worth putting to the organization: whether it admits non-tribal members, how residential and outpatient services connect, what the length of stay is, how the assistance program application is handled and what the cost becomes afterward, whether medication for opioid use disorder is supported, and how families are involved during a stay.
