Piedmont CSB

About Piedmont CSB

Piedmont CSB is a sober living operator in Martinsville, Virginia, and the public community services board for the city of Martinsville and for Henry, Franklin and Patrick counties. Legally it is Piedmont Community Services, established in 1972 as the Piedmont Regional Mental Health and Mental Retardation Services Board, and it runs five certified recovery residences alongside the outpatient treatment system its residents use.

A Public Agency as a Recovery Housing Provider

Almost all certified recovery housing in Virginia is private. This portfolio is not. Piedmont Community Services is a statutory community services board answerable to its member localities, with more than 450 employees across roughly thirty facilities and about 7,077 individuals served in the 2025 fiscal year. The consequence for a resident is that the landlord and the treatment provider are the same organization. Intensive outpatient treatment, outpatient therapy, case management, office-based addiction treatment, the adult drug treatment court docket and services for pregnant and parenting women all sit inside the agency that also holds the lease.

Five Certified Recovery Homes in Two Localities

All five addresses appear on the Virginia register under this operator:

  • New Paths, at 822 Starling Avenue in Martinsville, for men.
  • Passages, at 817 Starling Avenue in Martinsville, for men.
  • The Landing, at 214 Starling Avenue in Martinsville, for men.
  • Serenity Cottage, at 813 Starling Avenue in Martinsville, for women.
  • Grace House, at 50 W. Church Street in Rocky Mount, for women.

Four sit on Starling Avenue in Martinsville and one in Rocky Mount, the seat of Franklin County. Passages is the oldest of them; the agency's own history records it beginning on Broad Street before moving to its current address.

Men's and Women's Sober Houses, With Populations Named

Three of the Martinsville residences are men's houses and one is a women's house, and the register names the population for each. Two of the men's houses are registered for men with co-occurring disorders. Serenity Cottage carries the broadest entry in this portfolio: women, LGBTQIA+ residents, veterans, pregnant women and people with co-occurring disorders. Grace House is registered for adult pregnant and postpartum women and infants. Published populations of that specificity are rare, and they let an applicant know before calling whether a house is set up for her situation.

Certification Levels Across the Portfolio

Every residence is accredited through VARR. The four Martinsville houses are registered at Level of Support 2, which VARR names Monitored, and Grace House is registered at Level of Support 3, Supervised. Virginia requires certification: operating a recovery residence without it is a Class 1 misdemeanor under Va. Code section 37.2-431.1, and only two credentialing bodies are recognized statewide. Accreditation is granted address by address, and none of these five is missing from the register.

Serving Martinsville, Henry, Franklin and Patrick Counties

The catchment is the southern Piedmont, a largely rural stretch of DBHDS Region 3 along the North Carolina line. Martinsville is an independent city, belonging to no county, and Henry County surrounds it; Rocky Mount is the Franklin County seat, thirty-odd miles north on US 220 toward Roanoke. Certified recovery housing thins out fast across this part of the state, which makes a five-house public portfolio a large share of what exists locally. Someone leaving treatment in Patrick County or the Henry County countryside is often looking at these addresses because they are the nearest ones with a bus stop, a courthouse and a hospital attached.

Referrals Into This Sober Living Operator

Placement runs through the agency, which also runs the assessments, so a referral is internal instead of a handoff between organizations that do not share records. The questions to ask at the operator level are organizational: which residence matches the level of support a person actually needs, how the drug treatment court pathway feeds into housing, what a resident pays and how that is documented, and how a complaint escalates from the house to the agency and then to the certifying body.
