RICARES certifies Empower Recovery at NARR Level 2, with certification issued in July 2026. Certification in Rhode Island is voluntary and RICARES is both the state-designated certifier and the local NARR affiliate, so a provider that carries it has agreed to a published code of ethics, written disclosure of fees and rules before move-in, and a complaint process that reaches past the operator.
