Portsmouth is a city in Rockingham County, New Hampshire, the United States, located on the Atlantic coast across the Piscataqua River from Kittery, Maine. It is the oldest settlement, second-oldest city, first capital, and only seaport in New Hampshire. A fishing village was established at the river’s mouth in 1623. It was first known as Piscataqua, then as Strawbery Banke, and it grew into a bustling colonial port. Until the American Revolution, the town, founded by Massachusetts in 1653 and named after Portsmouth, England, served as the seat of New Hampshire’s provincial government. The New Hampshire Gazette (1756), the state’s first newspaper, began publication there.

The Portsmouth Naval Shipyard (really in Kittery) has played an essential role in the city’s economic development since the 1790s. The treaty negotiations that ended the Russo-Japanese War in 1905 took place in the yard. Portsmouth was a center for submarine construction and maintenance for virtually the entire twentieth century; since 1971, submarines have only been repaired there. The John Paul Jones House (1758), where the naval commander lived, and the mansions of author Thomas Bailey Aldrich (1797) and three-term governor of New Hampshire John Langdon (1784) are among the city’s historic structures.
