The Town of Winthrop voted in 2005 to switch from a representative town meeting to a council-manager style of government, which had been in place since 1920. Winthrop became a city de jure in 2006, when the new Town Charter went into effect, according to Massachusetts law. It is, however, one of thirteen cities in Massachusetts that has chosen to keep its name as a ‘town.’
